Delete old navigation response handling implementation #87149

Based on:

This completes the migration of navigation response handling to the new Segment Cache and PPR-based implementation.

Most of this PR is just deleting vestigial code. No behavioral changes are expected. The substance of the migration was completed in earlier steps.

This completes the migration of navigation response handling to the new Segment Cache and PPR-based implementation. Most of this PR is just deleting vestigial code. No behavioral changes are expected. The substance of the migration was completed in earlier steps.
