In restructuring our approach to CI caching, I think we should cleanup what we have. Mike recommended migrated to ccache some time ago and it doesn't look like our current caching layer is working anymore (example: see warnings at bottom of a Sept. run https://github.com/firebase/firebase-ios-sdk/actions/runs/18070201762)
