This PR adds a new blog post titled "Introducing RepoWise: A Conversational AI Tool for OSS Repositories" under content/posts/repowise-announcement/index.md.
The post highlights:

  • RepoWise's motivation and mission
  • Technical architecture (intent router, RAG pipeline, CSV data pipeline, prompt assembly, LLM generation)
  • Use cases for contributor onboarding, governance assessment, and repository exploration
