[New Feature]: Bring back ESRP Scan Blocking detections message

Description of the new feature/enhancement

I noticed that the "One or more ESRP Scan Blocking detections found" message from wingetbot (like #307706 (comment)) is not shown anymore when Binary-Validation-Error An error was encountered during the Installers Scan pipeline step. happens (e.g. in #322516), I think it's better to display it anyway for PR users to know which antivirus vendors that blocking/flagging the installer file.
