photos in locked folder restored onto the device if selecting a profile photo in the mobile app

I have searched the existing issues, both open and closed, to make sure this is not a duplicate report.

The bug

When a photo is taken, deleted from the device, and moved to the lock folder, if you unlock the locked folder and then open the user profile photo picker, if the photo was not deleted from the trash on the device, it will removed from the trash and will reappear in google photos and soon the main timeline.

Reproduction steps

1. Take Photo
2. Delete photo from device and move to locked folder OR just move to locked folder
3. unlock locked folder
4. open profile pick selector for user in upper right corner
5. photo will appear in options
6. photo will reappear in main timeline and google photos
